You can — but raw .reg files hide their meaning well: strings stored as hex(2) byte lists, DWORDs in hex, deletions marked by a single minus sign. This viewer decodes every value type, reassembles the UTF-16 strings, and — the part Notepad can't do — tells you when a key is one of the locations persistence tricks and policy hijacks use.
